I've noticed that the bouncers at the entrance of the Tavern united by the MTS Centre have a "zero tolerance" policy for panhandlers and bums. I've seen them in action, and I was quite impressed. Essentially, yes. Of course, it won't happen over night. But that should be the overarching goal of government. All strategic planning should centre around this goal.
As prosperity begins to take shape, there will be less crime. We can talk about the magic bullet of putting more cops on the street, but that doesn't tackle the root problem, does it?
If this isn't the best fundamental solution, I'd like to hear other ideas. I've been wrong in the past...
