"The disturbance began about 8:30 p.m. and soon afterwards inmates barricaded themselves inside the unit.

Prison staff tried for 5 1/2 hours to persuade the prisoners to come out, but the talks failed and a security response team was forced to take control. "

Well as long as there were no guards held hostage... they should have tried talking to them for about 10 minutes (or however long it takes the security response team to put some 6 inch spikes through some 2x4s. )

When criminals fear nothing they make demands. When criminals live in fear they take requests.

the emergency negotiators and the response team that corrections has is really something.
I had a chance a couple years back to help out with some of their scenario training, and it was very impressive. those guys are all well trained (negotiators and response team alike) and work incredibly well together.

5 1/2 hours of negotiations is good for a few reasons:
1. the potential for a peaceful outcome (dont really care about risk to the inmates but less risk to the response team members is always a good thing)
2. gives the response team time to muster and prepare all thier plans and get set up for everything
3. gives the guards time to make sure all the other units are locked down completely until the emergency is over
4. it wears the inmates down. adrenaline of the initial fighting wears off and leaves the inmates fatigued. 5 1/2 hours without water or food or anything, just sitting around and knowing that the cavalry will be coming in any minute.. that drains them emotionally and makes them less likely and less able to put up big resistance to the response team, not to mention that the whole time a negotiator is talking to them and urging them to give themselves up.

Even when doing a training scenario, the negotiators will talk with the "bad guys" for a solid 2 or 3 hours while the response team stands around and makes their plans based on the info that the negotiators are funneling to them. its all really interesting.

kudos to those guys for resolving it with the small amount of injuries that they did.

you almost have to wonder if the prison lock down and the killing of Beauchamp were in anyway related.
