Heh...one thing has become clear here, and that is that even two levels of government working in collusion cannot assure that things will be done properly.
This screw-up should be put in somebody's 'permanent record' eh.

The problem with Safety & laws is that there's no such thing as a Safety Law.

A LAW is designed to create a threshold for which noone is allowed to cross. A point that once the LAW has been violated...it is too late...and prosecution MUST follow.
That prosecution must be designed to exact equivalent punishment for the crime committed (if possible), and where it's not possible (ie. murder, rape, etc.) a significant and determinable punishment agreed upon by those enforcing said LAWS.

Safety is ALWAYS ambiguous.
While you may not be willing to go jump off a cliff, dependent upon a thin fabric to catch you, believing it to be unsafe...it does NOT mean a LAW must be made to control those who choose to do so.
Creating LAWS to try to control the Safety of others is a futile effort, and strictly designed to steal money from those who act within their own abilities...though it may be higher or lower than the "average" person.

LAWS like speed limits, seat belt use, driving while on cell phones, etc. do NOTHING to enforce Safety. They create artificial limits which are ONLY enforced when the authorities want to either increase their presence, or steal lots of money from the public.

A speed limit does NOT create a safer environment. If speed was truly a factor in Safety, the government would implement guidelines into the auto-manufacturers to put limiters on vehicles that are triggered by electronic sensors. These limiters would restrict speeds of the vehicles in that area so they are not able to exceed given "limits".
A better enforcement of "Safety" would be to educate people on how to "drive to conditions" and remove the speed limits entirely. Post warning signs for school zones, construction zones, and if (again) it's really about safety, put speed bumps or dips in those zones to slow drivers down.

Making guidelines to follow, standards which are "best practices" helps to create a Safe Environment for everyone and provides the ability to evolve/improve over time rather than set arbitrary limits and rules. It will also allow the LAW enforcement personnel to focus on those who actually violate CRIMES and stop wasting their time harassing generally law-abiding citizens.

One little addition for this though
Trafficing calming measures work as well ( not just remote electronic control of the vehicles)

You know like putting a cop car with its lights flashing at the start of the construction.

Any kind of attention grabber will do it.
Cop car with lights.
Flashing signs
Speed bumps
Rumble Strips
Flagperson

Anything to get the attention of those driving through the area that there's a hazard.

And if the workers are gone, it doesn't mean there's no hazards...just means the risk of injury is lower...so warnings should still be in place.

SHOULD something happen which causes injury/incident...THEN a crime has been committed. THEN the punishment should fit the crime...and those who have violated it have NO excuses, as FAIR warning was given.

Driving west on Portage Avenue, past the perimeter, the speed zone signs have flags attached. You can't miss them.

Simple solution.
Sign with flag before zone. Portable radar setup. Sign with flag indicating end of zone.

yeah even with the flags those are easy to miss sometimes since traffic can be so congested in there.

I find it hilarious that refunding all those tickets will make such a dent in the budget.... excuse me? Isn't the goal to reduce speeders? If everyone obeyed the speed limit, there would be no income there for the city and province! Can we afford to slow down if the government is relying on this money???

the funniest part out of all of this is the completely lack luster performance of the PCs on this issue.

They should be calling everyone they can out on this back and forth crap and the outright lies that have been put up. AND they should have been since day 1.

The other thing to consider is this particular speed trap generated a windfall for the two governments. If they budgeted for 3,000 incidents, got 60,000 incidents, then they have and spent money not expected. That means they were able to pay for something last year that was unexpected and likely something that was expected to be budgeted for this year...

Fining for speeding in a construction zone or school zone when they are not in use, is a damn money grab!
If that was done then shame on the police who set up there!
I hope that the seemingly incredible increase in tickets from 3000 to 60,000 is a reflection of that poicy, and the city and province spend $1,000,000 in labour going through the dates and times that those tickets were issued. That will be a good plus for the economy! They could hire 30 unemployed people to do the work, and it would be a win-lose solution for the driver and the city/province.
Shame and damn the uncivil servants who thought of this for our "injustice" system.
It leaves a black eye on the system and the people running it!

yeah... real strong petition there guys.

The PCs need a new leader or leadership executive if they are ever going to hope to bring the NDP down, the current ones lack the drive to really care it seems.

Yeah...now see...THAT'S about safety.

It provides a warning, without being intrusive or deceptive (ie. stealing money from people).

And...from the construction design, it folds up and fits in the back of a car or pickup...so it's small, compact, and probably 1/10000th the price of one of those stupid camera radar things.

yup.. one of these followed about 200 feet later by an actual radar van with say at a minimum 3feet by 3feet diaganol yellow /black striping on the back of it. indicating speed camera..

anyone ticketed at that point deserves a triple fine.
