or $100M/year for 10 years and do it in 10 phases.

Planned correctly...a 10-year-plan would be reasonable.
Just look at the floodway...how much has that cost over the years? and how long has it taken?

And while it has reduced much of the problem...it hasn't solved the problem at the local river level.

Do the property owners along the river pay for any of the riverbank stabilization is do the general taxpayers fund it all?

A billion dollars is a ridiculous figure, when one considers that is more than the City budget for a whole year!
I can assure you that Wpg councillors wouldn't consider a tenth of that amount, as the cost/benefit analysis would not support that expenditure! lol

I expect that the riverbank is much like the boulevard in front of your home. You can "improve" it but it does not belong to you. And you have to tend to it.

They are not allowed to without permission.

And what happens when the river erodes my property on the river back? technically, the square footage on the deed is what i "own"...so that would extend out beyond that erosion point...and then I would own the "new" riverbank.

I honestly don't know if you own it or not.

I know from being a real estate agent in NJ...that in some areas, you do own the riverbanks, and actually out into the river a certain distance. In other areas, you own the land up to a point (whether covered with water or otherwise).

But I've also been along the riverbanks of the red...and seen some pretty elaborate boatdocks and barricades built...which it seems obvious the homeowner put in to protect their property.

Dunno what to say aa. Yes, you can plant posies and other flowers. Many peeps have a driveway paved to the street. And some people even put in a sidewalk to the street on the boulevard.

They still don't own the boulevard...

Technically, no, or at least not without permission of the City. We have a Loading Zone in from of our building and years ago, we had to get a permit to put pavement in. There is lots of stuff buried under boulevards, and they don't want access restricted or folks getting pissed if their petunias get torn up trying to fix wiring for street lights.

no you can not build a fence, no you can not pave it, yes you can put pansies and posies there under a just recently enacted bylaw

similarly you MUST seek permission for riverbank improvements.

just because its your property does not mean you can set your own environmental laws.
