In Vancouver, we just hide our homeless people from the tourists/Olympic cameras. Put in a few pots of begonias, some cops with machine guns to keep prying eyes out, and voila! Nobody sees the hookers/junkies/vagrants!

Not directly downtown related, but a report has suggested that Winnipeg's overall crime rate is up 2% from 2008, when almost all of Western Canada's cities crime rates are down from the same time period. Can anyone confirm or debunk these findings? Does anyone know why this would be true?

Meh, I'll say it since I don't care if people call me names.
It's due to the large aboriginal population in Winnipeg. They make up the majority of the crime rates in Winnipeg, and in other Western Canadian cities as well.
The source of the majority of the problem is aboriginals. If you deal with the aboriginals, you will deal with the majority of the crime rate.

Now, flame away if you must.

It's true.....and that's only counting reported crime.

The indian reserves in Manitoba and Saskabush are being emptied with the resulting influx of people that believe that the white man owes them a living....and they're taking it without asking.

That's my take on it.
