Council has voted to dissolve the water and waste department and create a utility instead.

Another decision made without talking to the public.

So is this a good thing or bad?



City council has approved a plan to dissolve its water and waste department and replace it with a new city-owned corporation.
Council voted 10-4 this afternoon to explore the idea of creating an arm's-length utility that would take over city water treatment, sewage treatment and possibly green energy production.
The utility would hand the power to set water-and-sewer rates to the provincial Public Utilities Board.
It may also sell city wastewater-treatment services to neighbouring municipalities, which would mostly likely include West St. Paul and St. Andrews.

they voted to explore the idea. Wouldn't they have to do that to actually decide to talk to us?

I don't know if it is a good idea or not. What have they built in for accountability? How will sprawl be managed under this group? I think there should be some consideration for a Capitol Region department(s). To manage water and waste water, transit, roads... etc. in the Winnipeg area.

I think the idea of being a utility like Hydro is a good idea - as long as the city keeps its mitts of the "profits" to reinvest into infrastructure.

However, some of the talk is about privitizing operations of the plants, and I'm not such a big fan considering it is an essential service.

they tried to regulate those already... must have a screen or they are illegal...so its only a few steps away that you have to apply for a permit to have one me thinks

they wanted the public discussion before the money was spent even looking at it. But does it make sense to discuss it with the public when you dont know all the details? me thinks not.

I guess one could argue simply spending the 1.5 mill to look into it might be nice to ask us about... maybe some sort of do this in stages thing? I dont know.. what surely they need to at least get some real good information before being able to answer public questions.

The city has already looked at it. They hired a consultant who recommended to become a utility, which is why that recommendation went forward to council.

They have the info and facts, so they're ready to talk to the public about what they think. Just check DMIS for the report to see for yourself.

that screen thing though, was to reduce mosquitoes...and since...by next year the whole city will be a "no fog zone"...that's probably a good thing Wink.

This is a win win for the city and us as maybe the cost will be brought under control , the city will still own the plants I believe just lease them to the company to run. They after all are to valuble to be in private hands

More info on the new utility.
The utility plan approved on Wednesday will involve finding a "strategic partner" to build some of the slated upgrades to the city's North End and South End water pollution control centres -- and recovering $3 million of the utility's startup cost from that private company or consortium.

The utility will not go ahead if a "strategic partner" cannot be found, Katz said following the meeting.

If the utility goes ahead, the provincial Public Utilities Board would set water and sewer rates. The utility would also have the power to sell sewage-treatment services to neighbouring municipalities such as West St. Paul and St. Andrews, which are saddled with hundreds of failing septic fields.

Man. This is a multi-facetted problem.

We need to up-grade our water services and so do the surrounding municipalities. We cannot afford to spend the money, as we have to spend it on "more important things" and must try and attract a private developer to partner with us.

Will our property taxes go down when this is done. They should, shouldn't they?

It will have nothing to do with property taxes, especially when it becomes a utility. The utility's budget will be separate from the city, just like hydro's is separate from the province.
