Lets charge people money to apply to for a job

Winnipeg Fire Paramedic Service
Applicant Administrative Fee (formalizing existing fee)
An administrative fee is being charged to offset processing costs associated with new recruits including;
Firefighters, Firefighter/Primary Care Paramedics, Primary Care Paramedics and Communications
Operators. WFPS would charge $100 per application.
Other cities’ Fire Departments and educational institutions charge similar fees. Revenue estimates are
net $15,400 per year
See Appendix C for a listing of the fees.

If you or I charged an 'application fee' to apply for a job, I reckon the fraud cops would be all over us.

Sweet, so if they get 1000 applicants they have a year's worth of wages and benefits saved. If they post a lot of jobs that should be quite a savings in their staffing costs.

What a brilliant idea, and probably completely legal! I notice if I want to appeal my business tax it now costs $50 as opposed to N/C prviously!

At least there are no new taxes! lol

WPS introduced a new process for obtaining a Criminal Record Check, so you can either apply in person, with the appropriate ID, complete the form and pay $32.50 OR you can apply on line, and pay by credit card which will cost $37.75, but you still have to attend in person to produce the appropriate ID.



Just another piece of bureaucratic bullshit that makes it harder, and more expensive for organizations to get their volunteers screened.

School board will be jacking your school taxes this year too.
Enrollment is way up and "greening" of buildings/maintenance of existing buildings is priority in 2012/13.

and with no election on the horizon, AND the promised tax cuts for seniors, the province aint about to find more money to fund the increases ..so.. yeah... I would guess... minimum 10% increases this year?

Not sure yet. The School Board treasurer said that we can def. expect a mill rate shift, as the board has the authority to levy whatever taxes are req'd to support existing school division taxes. What is unknown for now is by how much, because it's dependant on the provincial government to increase their funding proportionately, and we won't see what Selinger drops for Winnipeg 1 until budget goes out in the new year. Government will announce their funding in January, the school board will do their preliminary draft in the beginning of February, and the meeting for the public consult on the budget is 27 Feb. The finalization will be March 15th.

I'll know more in early Feb.

Are your kids in Winnipeg or Seven Oaks?

We just had the Wpg South mting a couple of weeks ago. It was largely a meeting to book a meeting, but budget and revision on IGAB policy from multicultural to an inclusive umbrella policy (race, creed, gender, sexual orientation etc.) was introduced. The next one is in Feb some time - nobody set a date at the mtg.

The Province has been very reluctant to allow the school divisions to raise taxes.

yeah BUT... the province is tapped on in money AND they already promised to cover 65 million as part of saying seniors no longer need to pay school taxes. They wont have any extra money to ponie up to cover the school divisions... AND... do you really think they will last yet another election in 4 years?

Wouldn't the Feds' funding to the Province for education be impacted if the Province turned a blind-eye to run-away school budgets?

I'm trying to imagine which orfice the province would pull the money from to give to WSD b/c we have had an uptick in refugee (and rez) originating students? If they don't levy home owners for the funding, it would mean cutting back programming or maintenance.
Existing revenue funding model in WSD is:

- 56.7% provincial gov't
- 30.8 % municipal tax
- 8.6% Educational Tax Credit via province
- 2.4% Tax incentive grant (which is, as it says, incentivised based on enrollment etc. which would make administrators want the extra bodies in the district)
- 1.6% that they declare as "Other" which is a hodge podge of things like fed grants and endowment.

Apparently this should be it's own thread.
Maybe I'll spin it off in the New Year, because it'll be interesting to see how much they increase, and what the public says. They were trying to tell me that the amount they've levied on property in the last 5 years has been a 50% decline.

HAHAHAH... yeah... I love that one. Their reasoning is that because the province has steadily increased the property tax rebate, technically taxes have gone down!!

That's what I've thought.
I have some handy dandy graphs they've used to spin their point to the SDA members, and it's exactly that. There has been a massive increase in the amount of Education Property Tax Credit from the gubbermint since 2005.

That said, there's that PayFair.org group that wants board taxes entirely off of properties, insisting that it's doable. Did you ever find out from them what they suggest in lieu? Because 30.8% of all funding (just for this district, never mind what goes on in Seven Oaks or Riel or St.J-Assbn etc.) is hella lotta moolah to try to divine from the sky/ground etc.

Nope.. but there are two camps

1) people should fund their own children education (without realizing just how bad off our society would be were that too happen)

2) GENERAL REVENUES!!! (without saying how to increase general revenues by that amount)

General revenues! I love this! Why hasn't anyone ever thought of that before?

I'll remember to take that back to my three board meetings in January and suggest this in lieu of other capitalization efforts. I'm sure it will be a HIT!
