Marketing 101 does not advocate offering the free admission on the busiest weekend of the year. Of course, it could be this free admission that created the busiest weekend of the year: chicken and egg thing. All the more reason to change it. You will likely lose a few visitors but the increased revenue can be used to improve the experience.
Changing the free weekend to a much less busy weekend sounds like a smart move overall...
