and there's a difference between user fees and tolls.

tolls are a useless burden on society, which raise tension, costs, pollution, road rage, travel delays, and very little money for all the hassle.

More money will be collected JUST to pay for the collection service, than for what the toll is implemented for in the first place.

you're kidding right?

i can get from most any point in Winnipeg to most any other point in Winnipeg in less than 45 minutes...and that's south end to north end of the city, using any of several different routes.

So to bypass a toll would probably SAVE me time, as I wouldn't have to wait in the traffic jam caused by the stupid toll booth to begin with.

Yes you can I did not say you couldn't just that alot will take the most direct route ,, but then like you say this is Wpg and most tend to be cheap.

One would think that balanced budget legislation would require more then a simple majority to revoke or change.
