well some chiefs would have to pull it either out of their own meager pocket ( in the case of some chief who make well over 100K per year..) or out of the bands meager funds ( in the case of Garden hill a very meager 40 million per year for 4000 residents.

Actually...my biggest question is why are the chief's relying on the CANADIAN Feds to supply anything at all. They keep crying about how they want autonomy and to be their own "Nation"...let them support themselves and quit crying for handouts every time their people have a hardship.
