I caught a blurb on Breakfast television this morning. Something about the province introducing legislation that would institute fines for anyone who interferes with a guide/helper animal/dog. Or something like that

Legislation introduces fines for touching service dogs

Touching, feeding or otherwise impeding service animals in Manitoba will soon be a fineable offence.

NDP MLA Sharon Blady says the new legislation is aimed at protecting animals such as seeing eye dogs or police sniffer dogs from being interfered with while they're trying to do their jobs.

A first offence could see a fine as high as five-thousand dollars and a second offence could net the offender a fine of up to 10-thousand dollars.

The legislation also allows judges to order offenders to pay compensation to the animal's owner for loss or damage.

just freakin wow. Anyone have a clue where this legislation came from? Aren't those fines and such a little out of touch with reality? So basically if my son see's a guide dog on the bug or street and goes to pet it, and I dont stop him in time. WAMO! I get a fine of up to $5000 AND i could be forced to pay compensation to the owner of the dog?

Since when has this gotten to be such a problem that we need this type of legislation? I wonder how long before Doer legislates the proper way to brush your teeth?

I am thinking maybe.... something came from the way some criminals did something to a police dog... but Jesus Christ Almighty! what a shotgun approach to the matter..

but maybe thats the point, if they only offered up legislation to protect police dogs, this might die before seeing the light of day. But throw in the "service dogs" that are not police dogs.. and there is not a single MLA that will vote against it.

I think they packaged the two together to pass....guide dogs with police dogs, to be able to fine people who fool with the POLICE!!! imo

They don't.

This is about people that put out pepper or other substances in an attempt to screw with sniffer-dogs. Before this, there was nothing to charge them with.

you mess with a cop doing his duty you get maybe a day in jail
mess with a cops dog.. you get fined 5K and must pay restitution?

I read the legislation. If one of those dogs craps on your front lawn, you're not allowed to clean it up, but must fence off a 10 x 10 area and protect the crap until it naturally composts into your lawn. Maximum fine, $250.

The bill as it is written is incredibly vague. There is no requirement on the part of the service animal's handler to notify an individual that their actions constitute interference, and no discrimination between accidental or unwitting interference versus willful or reckless interference.

If a child pets a guide dog, even if the handler does not ask the child to stop, the child would immediately be guilty of an offense. As the purpose of service animal legislation is usually to protect against abusive interference or attacks by pets, I would hope that this vagueness would be remedied before it were ever to be passed into law.

Thanks for the welcome.

I haven't personally heard of any Manitoba incidents, but I know that there were problems in Minnesota with guide dogs being attacked by off-leash dogs along busy streets.

I'm not aware of specific lobbying for this legislation outside of the Winnipeg Police Service, so I do wonder if it's to meet an identified need or if it's meant as a PR move. Strange PR move, though.

yup some of the bigger problems with this legislation for sure.

gonna be nice to start removing some of this legislation when we get the communists out and a real party in.
