Approval of reserve status is not automatic. In order to get land designated as a reserve, federal policies require that a step-by-step approach be taken to address the concerns of everyone involved, including municipalities and environmental authorities. The Department's Additions to Reserves/New Reserves Policy requires environmental site assessments prior to any land acquisition by the federal government. This serves to protect both Canada and First Nations from adverse impacts.

It's in the link I provided.

There are only 2 and both are very small compared to this one and yes the municipality has some say over there development remember they have to survive and no use pissing the locals off.

And in East St Paul the band bought the land already.

example of an urban reserve doing whatever it wants to..
http://www.cbc.ca/canada/manitoba/story/2007/11/27/urban-reserve.html
"
"We're going to start off with family physicians and a pharmacy," said Morris Silver, a consultant working on the plan.
"Through time, we'll expand to include diagnostic imaging suites like MRI and CT scanners, and then a surgical suite for laparoscopic surgery."
Dental and optical services and a diabetes clinic are also in the plan.
Nelson said the clinic would be operated for profit and by the reserve, not by a regional health authority.
"It's on reserve land. It will be owned by the Roseau River Anishinabe First Nation, and it's going to be operated under the authority of the First Nation," he said.
"
http://www.cbc.ca/canada/manitoba/story/2008/06/16/roseau-land.html

"
But the Indian Act requires the band's 2,100 members to vote to "designate" the land, which allows people or companies that operate commercial or industrial ventures to lease a parcel of reserve land for their businesses.
On June 12, a referendum was held, and band members who voted rejected the proposal by a slim margin: 93 voted against the designation, 91 voted for it."

Trouble is the Roseau River and the local municipality did not agree. At all. And then there is this:
The federal government granted reserve status to the band-owned land in
June, after Nelson had threatened to blockade rail lines on the main
reserve, 80 kilometres south of Winnipeg, during a planned aboriginal
day of action.

Yes they did Pav. Not only did the gas bar/VLT lounge go in it has sorta gone "bankrupt" twice. And they held a "sit in" once to stave off creditors... We are talking about Roseau River eh?

Yes Tery Neilson and who would go into a reasearve with that idiot , the gas bar is a flop cause he thought he would get enough from his own going home . To make it pay it is still open ?

The discussion Pav is not if it has been a success or not, but the fact that he has pretty much refused to consult with the locals and has no issue at all going forward and doing whatever he wants. Urban reserves are perfectly fine, as long as they follow the rules, and unfortunately we have had at least one case where the rules would not be followed.

And what I have i been saying they cannot do what ever they want , they have to still meet area zoning . They can not build a fireworks factory next to a school . That is what Iam saying Dean .

Gotta disagree with you on this one as well Pav. Nelson did not get approval from the municipality on road access and egress. Yet the municipality is completely on the hook for fire and police and road clearing...

Please note the sit in threat and the government capitulating.

Its just like anyone crazy enough to do work on reserves without getting payment up front. People demand payment after several months of arguing and the courts are powerless to force them to comply. Its Government land held in trust for the Natives and nothing anyone says can ever take anything off of that reserve land.

Yes he did not get approvals hence the failure of it and the lack of natives to get involved in it . And the one in Saskatoon took 2 yrs to satisfy all of the concearns about it and it is the model of the right way . And the one in ESP is not a gim me as it has not gained the goverment s aproval yet and they are talking to the Municilpality . The one in St James is being destroyed by another ego .

And did Nelson figure that they could run a clinic without any participation from regional health authorities? We already know the disaster that Aboriginal run child protection services were in some cases....AWASIS anybody?

Do they need government approval to deny hydro and various school board their money? Yes... but they still do it anyway.

Seriously pav MOST urban reserves are not bad and listen properly. Not all do and that the only point we are saying.
