Does anyone know what this means other than activating different disaster funds? What powers does this give the City?

they can evacuate people as well as do whatever the hell they please on the impacted property.

So, the dude who was too lazy to sandbag his property, and didn't want to get sand on his driveway, thereby restricting volunteers from filling sandbags close to the front lines....he's going to be overruled?

Good!

yup....pretty much

if the emergency is bad enough the city would actually be authorized to tear down a house to do what it needed to do.

I like how online articles about this are saying 'Winnipeg Mayor Urges Calm'. Who is he urging calm to? We've been slowly watching the river rise and preparing for weeks, is anyone freaking out because some houses near the river can be entered if the sewer starts backing up? Some of the press headlines are making it sound like the city is underwater and people are losing their minds.

That's what they do: sensationalize things!

True. But Katz isn't helping say giving quotes like 'I don't want anyone to be alarmed' or Ham saying 'It's not a panic thing' No one's alarmed other than people reading their quotes and wondering WTF they are going on about.

Yes the press can really make things worse and do it to sell papers or get you to listen to them.
