For my line of work, I had to take a LEEDs course.
During that, we were informed that all NEW construction valued over a certain dollar value (and something to do with size/dollar) are required to be LEED to get money from the government for funding.

So, either they are getting the funding from somewhere else, or they are using existing components of an old building, or the cost isn't high enough to trigger the LEED requirement.

The other thing to remember is that LEED has various levels. There's just LEED registered, then Silver, Gold & Platinum.

Two projects we were working on were coming up short of funds...and were risking losing their Government funds because of the things they wanted to eliminate to save money would've taken away points from their LEED qualifications.

That's a possibility...and I can't say 100% either way.

Though the indications they gave at the course was that it applied to all government buildings over a certain size.

We do lots of construction work for the COW and MIT, and anything we've done that's "new" work has been LEED, including one we're doing now.

i;m aware of that age..

but still these are brand spankying new builings

the only reuse from the north main buildings was by the demolition contractor salviging stuff and by people going in taking what ever they wanted

the new building has no reuse of materials its a steell fram box with stuco on it and crapy lime stone bricks finish and a concreat parkade

the one on portage is a steel frame box even more cheaply bilt coved in stuco and was built on a empty lot

....
Manitoba’s green buildings policy will ensure new government-funded buildings are among the most environmentally friendly and energy efficient in North America, Energy, Science and Technology Minister Dave Chomiak said today.
"Green buildings reduce operating costs, protect the environment and are healthier places to work," said Chomiak. "We can use tax dollars more wisely and at the same time protect our environment and our health."
The new green buildings policy will apply to all commercial and institutional projects that are funded by the Government of Manitoba including Crown corporations and agencies. The policy would require all new capital projects, including schools and health-care facilities, to be certified leadership in energy and environmental design (LEED ) silver by the Canada Green Building Council.

Yeah...and there's dollar amounts tied into it, based on square footage.

We did a COW warehouse just south of the perimeter, but it was too small to qualify for LEED.

Then we did a daycare, which received LEED Silver.

The architect we dealt with actually hired a LEED Specialist who does nothing but track the LEED certification numbers for each project.
