And you're pretty naive if you think they're not about revenue. There are a lot better ways to decrease speeding in school zones during rush hour than parking a radar truck out at 7am Sunday morning.

I am not naive, I agree with the above.
There should be big flashing signs, and it should be in force for certain hours every day (playgrounds etc)
After all that, then they should have a radar car to catch those that are speeding through
