$25 is a lot of money, but not an unreasonable charge. Not likely a service I'd use.

I think their advertising of tobacco runs is going to either shut them down, or get them into trouble.
According to an article I read in a Small Business guide for the Province...the selling or reselling of tobacco in Manitoba requires a special license/permit and has tons of requirements associated with it.
Maybe they got that license...but their license number is required to be displayed (such as on their website since they don't have a store).
They are right though, it has been talked about many times...and I've even thought of starting my own company doing the same...but logistically it doesn't seem profitable...especially covering the whole city at once.
