Technically, it's illegal to link to, quote, etc. any newspaper article, news agency reference, wikipedia article, etc. without express written permission from the owner of that site.
It's a standard part of all agreements when creating websites (ask MrMyles).
It's moreso to protect the owner of the website from liability issues, should someone use links/quotes without permission which result in a more serious criminal offense.
City/Government sites are the same...as the information is not guaranteed to be accurate...so should someone mis quote a statistic...the government can't be held liable.

I am assuming of course that the city does not actually care if you discuss it with someone. However it is thier legal agreement and regardless of their intention.. its actual results are such that you can not talk about it and that you can not print it
