It is very sad.
The case won't go as a homicide though...perhaps manslaughter...with a more serious sentence cause it's a kid.
There was no intent in killing her, and the sad thing, is it was probably a punishment one of the two had to perform themselves as a child...but didn't take into account heat or dehydration...just stupid people.
To answer your "what's coming to them" proposal though...they should be forced to run around in 100 degree heat for 6 hours...non-stop...if they want to stop, they can collapse at the electric chair that should be waiting right next to the running area.
