yeah, thats why in my idea above, the first thing that i think needs to be done is to make sentences ridiculously long.

We can never force anyone to do anything, but we can sure make the alternatives unappealing.
so someone who was a chronic car thief could attend some courses and work to pay of their debt, get out of jail in 6 months or a year, or spend a full 3 years rotting in a cell. I doubt that you would have many choose 3 years of time for a (relatively) minor crime like that. and once they actually had to do some hard work and realize the damage they are causing, you would not see many repeat offenders either.

heh.. I think the person he owed that Jim is referring to was in the car with him. Note that the passenger took the car and kept going after this guy got out and shot himself. Car and passenger have not been found.

It has been 5 weeks of cold, cold weather, and there is nothing to do!

thats a pretty good distraction to get away though. "ok you just jump out and shoot yourself in the cheek or something and I'll drive around the block and come back for ya." oops "I SAID IN THROUGH THE CHEEK!" and speeds away.

It appeas that Sheriff Joe Arpaia is in trouble with some of the people down there! They are trying to get him fired, and after 43 years of service!
