Although I find the price tag crazy, the idea itself is not that crazy. An alternative would be a bridge similar to the walking bridge we have at the Forks. If you have ever cycled in Vancouver for recreation or for commuter purposes you would know that the urban centre of Vancouver and all of its outlying communities are very much cycle friendly. We should look to them as far as the designs of bike lanes for this city. As for the "funnel" as they call it, I understand the reasoning in that it would take the danger away from the cyclist on the bridge and give the motorists on the bridge more space to travel as well.

Physically could be dangerous if it becomes a haven for the homeless/drunks/thugs, I will agree but structurally, I couldn't/wouldn't comment.
