I am a former officer from WPS with over 10+ years in traffic. I have developed a DIY traffic ticket defense book and members site which is nearing completion.

You can download for FREE a customized traffic stop notes checksheet which contains the important data you want to record if stopped. Just making a companion video for it that explains some of the reasons why.

JTF that was a great scoop on the RLC ticket. I don't suppose you recall the persons name do you. If not was it morning, afternoon or evening court? If you have any details you can email me at larry@trafficticketguru.com

I am just doing an update video right now that is also going to expose the fact that the City is currently bringing in 8 officers 5 days a week on overtime to simply WRITE TICKETS!

That's right, with all the violence and gunplay they are being used to ticket people.

To top it off, since they have to bring in #'s or they won't be called back, they are setting up in spots like where you leave the city from St. Norbert. Or entering the City on Route 90 north from the perimeter. This is such an abuse of manpower!

Plead Not Guilty to any ticket always!

a member of my email list and I are getting custom signs printed up and are going to be giving away at least 1000 of them. They can be used to warn others of speed traps like this or scam cams. They will fit nicely in the rear windo of your vehicle. If you park near a cam, set it up inside your car and warn others while you are parked.

I will keep everyone updated at my site and email list and will make a post here as well.....great site!

Hey TTG...I was going through a Tim Horton's line once and received a handout from some lady about idling being against the law in city limits.

If these camera vehicles are sitting there idling the whole time (which we know they are), aren't they violating the law? (and polluting the air)?

I keep the card on my visor in the hopes that I'll find one of those vans when it's convenient for me to stop and hand it to whoever is inside...but it would be an interesting twist to end the vans because they are parked illegally.

Also.. ALL city vehicles or representatives are exhempt from that law.

not illegal......although we should all try limit our idle time just cause it's a good thing to do.

Speaking of idleing. I got video of a scam cam operator on Mountain/Aikins As I went by, I could have sworn the car was empty, I went back and parked behind it and got out to check and found the guy slumped right back in the rear passengers side of the car, hardly visible and reading the Sun paper.

They are testifying that they are observing the vehicle travelling at a speed consistant with the radar display. Which requires a tracking history.

Unfortunatley I was using a flip vid cam and the back window is tinted. I've tried to lighten it to get a better image but with no luck. Any one good at that kind of editing?

If anyone ever gets a photo of an operator doing something similar then send them to me, I am trying to gather an archieve that can be used to discredit the operators.

There is a radar van right by my house all the time on Silver ave west bound at Hampton street, And it seems like the guy is always reading the paper.Your saying that he can't? I could easily get that on camera.

you are going forward with a purpose. Otherwise we would all be required to turn our vehicles off at light controlled intersections.

idling is referred to as on purpose sitting there with the motor running.

Like say you run into the grocery store.
Does not apply when below 0 celsius or above 25 celsius as well or some sort of combination that basically make up for it hardly ever actually being illegal in winnipeg.

If you are supposed to be monitoring traffic and testifying to observing the vehicles, you can't say for sure you did that if you're reading a paper etc. Eyes on the Job. Of course in court they testify they don't read papers etc. If we can get enough photos or vids of them doing so or slumped so far out of site that they can't be properly watching vehicles then we can make an issue of it.

I think everyone can remember sometime in the last few years where An image was published in one of the papers of the guy sleeping on the job and the city response was merely.. oh dont worry no fines were handed out that day, we looked into it.

WINNIPEG — The number of photo radar tickets issued in Winnipeg has plummeted this year due, partly because of the controversy surrounding enforcement at construction zones earlier this year, Winnipeg Police Chief Keith McCaskill told city councilors this morning.

Based on the number of violations that have taken place so far, the Winnipeg Police Service expects to issue slightly less than 104,000 photo-radar tickets by the end of this year, a drop of almost a third from the 2008 tally of almost 168,000 tickets.

This morning, McCaskill told city council's finance committee that he believes the media attention on the photo-radar issue helped increase public awareness about the need to avoid speeding and running red lights. McCaskill said he was pleased fewer tickets are being issued, despite the fact this may create a $4.7 million shortfall in the Winnipeg Police Service budget by the end of the year.

The police-budget shortfall will be filled by surpluses in other city line items, as is the standard practice, Winnipeg Chief Financial Officer Mike Ruta said.

Finance Committee Chairman Justin Swandel (St. Norbert) said the city could create a stabilization fund to deal with future volatility in photo-radar revenues.

Overall, the city is projecting a budget shortfall of $5.6 million by the end of 2009, based on June 30 figures, but mid-year deficit forecasts are routinely eliminated by the year's end.

I think that all it has done is confused people. Can you drive the regular speed if there are no workers present? Are the signs legal? Did the legislation change? Does it need to change?

I understand they removed the ridiculous "Slow When Passing Workers" signs (THAT screams speed trap to me) and simply changed the speed limit to a fix speed.

THAT more than anything fixed the problem.

Nobody will convince me that some bureaucrap did not dream up a cash grab.

Depends on the vehicle. Lots of coasting when you're driving slow as well so it could use either more or less depending on the situation.

Slowing down and speeding up again use more gas than going at a constant rate.

Wow...way to misquote AA. Punishing people alone without addressing causes for their behaviours doesn't work. Just look at the camera issue in this thread...the numbers of tickets didn't go down untill they removed the stupid "when passing workers" signs and just put in place a flat speed limit. All the punishment in the world didn't slow anyone down, a bit of common sense did.

if you've ever read any of my posts about the camera tickets, you'll know i'm 100% against them.

not because i don't think people speeding in construction aren't doing something wrong...but because these camera vans are being used STRICTLY as a cash grab...and have NOTHING to do with safety.
