BULL sh1t the supreme court ruled this long ago and it is backed by the constitution

I cannot find the Sup Court Ruling right now but you cannot force a prisoner to take any course or work if they do not want to . This was ruled on many years ago as being against they rights , hence the carrot of less time served for taking them or doing the work .

Of course they cannot be forced to become productive members of society, but they can be forced to serve their entire sentences and not given parole.

That possibly could be changed without the Liberals defeating the bill.

That's my question: can the laws be changed to reflect society's wishes that the convicted bad-dudes be forced to learn a trade or something while incarcerated?

I can't believe that a law would actually need to be changed for that.

This is not what I want but it shows that the programs are not manditory if you read it . And no we cannot change the rules as they are in compliance with International Human Rights Codes . And would take an act of Parliment to do it the last changes took 20 yrs and all parties voted in favor of them .

I read the page. I did not see where it say's these programs are not mandatory. But that is not my point. So never mind.

I'll take your word for it that these programs cannot be forced on an inmate and the only way to change that is through an act of parliament.

Great. That means we can change it. So what's stopping us? Change it already!
