me and some buddies grabbed our bats, tracked the little a$$holes down and beat them to within an inch of their deaths. We then found their fathers and beat the crap out of them too. We figured since we metted out our own justice why bother reporting it to police.

Take a look at what a 600 person survey from last year turned up for bids to implement. What the heck are some of these companies thinking when putting in these bids? Also of note the winner was the 5720.00. Not bad work eh? $10 per call? Anyone want to bid on the police service questionairre with me? We can go say... $8 per call? 800 calls in 21 days so if we each make 21 calls per day... anyone?

Management costs? No idea as the bid details are sealed but pretty damn outrageous eh?


Even more outrageous is when you stop and think for a minute and realize that IPSOS and AON do most of the Fed and Provincial government surveys.

Right off the bat the survey will result in a slanted skewed result. Those that have a negative view might be frightened off and bow out or respond in a more favourable manner.

The survey should not be commissioned by the police nor associated with the police. It should be completely independent with only the results shared with the police.

The city needs to take the results and work with the police to clean up their image with very clear and specific initiatives.

It's pretty hard to change peoples' minds that believe (through experience) that reporting a crime only takes up their time and accomplishes nothing except adds a number to the statistics.

To the police and number keepers, I say, waste your own fricken time!!

no no.. let the cops enforce it.. they can even do stings whereby they break into houses or randomly assault people on the street and wait for the crime to be reported.

Unfortunately...there's huge factors that aren't revealed by totals in bids.

1) Paragon could already be "on site" (or nearby) from a current ongoing job, so mobilization costs and setup costs are not factored in...thus giving them a slight advantage.
2) "High Bids" are quite often "dream bids" from companies who don't really want the job...but are required to bid on a certain number of projects in order to keep their company in the "loop" for other bids. Basically, they bid extremely high figuring if their bid actually gets selected...the extra costs will make it worth the extra effort they'll have to do.
3) Misread - it's also possible Paragon didn't read the whole spec, or put numbers in incorrectly/incomplete. A recent project we bid on, we were 3rd, but the low bid was more than $400k lower than the 2nd. It turns out, they missed some very important components in the specs...and misread some numbers in calculations in their rush to submit the tender. Had the city taken the bid...it could quite well have bankrupted that company.
4) Many times a bidder is waiting for numbers from their subtrades before they can put a bid together completely...and those numbers don't come in quickly enough to make the tender deadline.
