Not sure what the city is thinking. The "inner ring" road is not necessary, and traffic lights would do just fine. Shameful waste of money...

One of Winnipeg’s most talked-about street extension plans of the
past decade is finally happening, much to the traffic relief of North
Kildonan drivers.
The city is joining the Manitoba and federal governments in
cost-sharing a $110-million project to stretch Chief Peguis Trail east
from Henderson Highway to Lagimodiere Boulevard within the next two
years, and officials will confirm the plan at the site Monday.
Coun. Jeff Browaty says traffic on the Peguis expressway will be
funnelled beneath Rothesay Street at the midway point by an underpass
rather than go through a regular, signalled intersection.
“That’s what the residents are looking for. There’s no compromise,”
Browaty (North Kildonan) said, noting the need for the underpass —
adding about $40 million to the extension’s cost — had long been debated
by bureaucrats and politicians, even as many residents of the area
demanded it.
