apparently we have one of the lowest per capita city employees.... something not so great to brag about though.. they mention it like its a good thing.

"
Looking across Canada, while the staffing complement in most comparable Canadian municipalities has been increasing, Winnipeg’s complement has been decreasing. While our staff numbers decreased by just over 4% from 2004 to 2008, Edmonton’s increased by 22%, Calgary’s by 23%, Saskatoon’s by 11%, Ottawa’s by 15%, and Hamilton’s by 8%. Winnipeg also has one of the lowest staff-to-population ratios of any major Canadian city, at 12.6 staff per thousand residents. "

Calgary, Edmonton, Saskatoon, Ottawa, Hamilton.... oo gee all places that had population explosions....you know.. SO MORE WORKERS WERE REQUIRED

Not entirely sure where you're going with this...

they are saying hey look at us!! we have less employees when everyone has more.. Its a totally good thing!!!

ignoring the fact that everyone has more because they are growing rapidly

umm...no...not really.

they said staff-to-population...which indicates, it doesn't matter what the gross numbers are for population...it matters what the percentage is of workers to that population.

That presumes rapid growth is a good thing...

I'm more inclined to think that we've been cutting staff to cut costs. I'm not certain we've been cutting the right people and in the right places though.

For example, when cutting union staff they make their decisions on seniority rather than quality. I also believe that the city and every government bureaucracy has trouble managing priorities.

BTW GGF, this has nothing to do with sammy and everything to do with government in general...

We've been contracting out....so what difference does it make to the delivery of services? ZILCH.

Previously, we had the highest ratio I believe and went on a cut-back program to reduce those numbers.

I'd go out on a limb and say our contracted services are performing better and at a lower cost. That might be hard for some to accept but private business needs to be competitive to stay in business. Public service does not work under those constraints.

Not hard to accept here , it is an ownership thing with some and control over certain essential services.
