It's not just Winnipeg, pretty much every major sports team that has trouble selling tickets does the same.

Actually it is league rules. Only the league can decide when to lift the blackout...

The way I understand it the league defines the blackout rules. If Winnipeg wanted to lift the blackout they'd have to get league permission. I stand to be corrected...
