good to know I hope it is actually strictly enforced, but even if not.. whats the penalty for say a reserve ignoring the rules? We cut off their current water supply and truck it in for them? Or say.. Winnipeg dumping a bunch of stuff untreated? A fine? where does a governments agency's money come from to pay a fine? Oh right.. us again.

"Facilities that can't afford the upgrades or repairs can apply to Ottawa's infrastructure fund or borrow from the Canada Mortgage and Housing Corp., Prentice said."
SAY WHAT?!?!?.. why would money be leant from CMHC for this stuff? CMHC is supposed to be ONLY about housing. not improving some communities water supply. Christ I find it ridiculous I need to pay into this program simply becuase I have less then 25% of the down payment and my funds would be going to crap like this?
