"They also want regulations to prevent students from being transported to events in bad weather. "

i can understand how these moms are upset losing a kid is a pretty tragic event. but are we then saying that our kids because of living in Canada will basically be hamstrung from attending a significant number of events? What is bad weather, who gets to decide? Seems to me that if the roads are "open" then it should be safe enough for a school event. Roads closed... well the roads are closed so there is not an issue is there?

Some people mourn in strange ways.

I think the van played a bigger role than the weather....and, of course, the driver perhaps??

Provincial Transportation peeps generally monitor road conditions, publish them, and determine if peeps should travel and if roads should be closed.

Then of course there are the sudden storm conditions that arise.

Drivers should drive to the conditions. Stopping if conditions become dangerous. Ultimately the driver is to blame.
