I think that he only stepped down as leader of the PC, which was probably a wise move given the lack of success. This does not imply at all that he is leaving his elected office or the party.

The U of W Foundation just completed an incredibly successful capital campaign, and its now unusual for people in the fundraising business move on to something else after a campaign is completed.
