A few years ago in Winnipeg people starting stealing cars downtown or at shopping centres. The thieves learned they could get away with it if they could come up with some sob story.
Eventually Winnipeg became known as the stolen car capital of Canada. I think we only lost the title because the government forced everyone to put immobilizers in their cars. Even that did not really stop the problem. So now I believe we have a police group who actually monitor the chronic known thieves when they are out of jail..
A few months ago there were a few jar jackings. I do not know if the bad guys were caught or not.
Now within a space of 3 or 4 days we have had 2 more car jackings.
