""The last thing we want to see is street-level police officers whodon't want to participate with the new commission," a police sourcesaid."

Then fire them.

I dont think we need a police commission. Waste of funds.

There ought to be a committee struck full of people who are both involved in the justice system and not involved - regular schmo's. A committee of complete volunteers. That committee should meet to brainstorm the caliber of people named to the commission. Once they've established a list then go out and seek viable candidates.

Once the candidates have been vetted strike a new ALL PARTY COMMITTEE to select the board members.

While this may be a little bureaucratic and cumbersome it would eliminate partisan politics and games from the presiding party.

I'd like to see an un-paid volunteer committee of 12 people added to whatever other group is established which would meet and vote on issues brought forth. A jury of sorts. A second decision process that would be of equal or more power.

Personally, I think there should be 4 components to the commission.

There should be:
25% Police Officers (rank Sargent or lower)
25% Civilians (with no direct ties to the Police or public office)
25% Public Officials (be they Councillors or some appointed position)
25% Legal admin (could be lawyers, judges, or legal aides)

By having this division...the input from all those associated with law enforcement & changes get to put their input into any investigation or process.

A Commission Director should be selected by the Commission, and a new election within that Commission held every 3 or 5 years.

I agree Deank. They would influence the rest of the group too much. The whole point is a body separate from the police.

no...the point of a commission is not to be separate...it's to be effective.

without the input from those ON the force...those ON THE FRONT LINES so to speak, it is a USELESS commission.

It would be like a commission for the military, without military consultation
or a construction association with no members who know anything about construction.

How many REALLY STUPID and UNENFORCEABLE laws get made by politicians who "think" they know what's "right for the people" without asking if the laws can even be enforced (or should be)

Its only useless if the police refuse to co-operate or listen to the commission that it becomes useless.

Those that refuse. Fired.

They will soon learn to co-operate.

You seem to be forgetting the reason why this commission was created AA.

"The changes were introduced more than a year ago after an inquiry into the 2005 death of Crystal Taman -- killed when an off-duty Winnipeg police officer crashed into her -- detailed how police botched the investigation into her death."

I know exactly why the commission was created...

because some bureaucrats want to feel empowered!!!

The police involved in that tragedy have already been dealt with...the entire FORCE has been replaced by the RCMP.

And new policies and procedures have been written both in WPS & RCMP forces to deal with any future incidents that may occur.

And again...any commission that wants to direct the police...NEEDS to have police input.

It's not a matter of "I tell you how to do this..."...it's a matter of "let's hear YOUR input and see how we can apply it to be effective for EVERYONE involved!".

Want the police union to support it? Their members have to have involvement.

Wanna know why I suggested Sargent or LOWER?
Because their influence and "power" is not that high...YET.
Their input is from the perspective of the Officer on the street...not a political pawn with direct influence over members of the force.

No, no they do not. They support it. Or they go work somewhere else. Get this. Cops..no matter how good they are at their job, are not Gods. I know.. difficult concept to grasp. But an important one to understand.

You know AA

Lets look at it this way. Maybe this will help you understand why 25% inclusion of ACTIVE members is just plain silly

okay... all.. Lets vote... clear evidence of Officer Billy's improper use of the baton. Video evidence, as well as eye witness testimony

lets vote.
Active Office block... no reprimand.
Everyone Else...charged with assault.

you cant deny that will happen almost every single time
you cant deny the thin blue line does not exist

I'd rather be able to vote for one, OR have the mayor appoint one,

Then have the commission have the power since they are not elected people.

"Civilian police boards will also have the authority to hire and fire police chiefs and set the tone for policing in their respective communities."

We need to start electing 51% of this board.

Deank and JTF are right. The many WPS witnesses (those at the restaurant and then at the private party), that had convenient memory lapses, were never publicly disciplined. Nor were any publicly dismissed.
