how about tagging them with GPS transmitters.

At least then it can be determined if they are really homeless, or if they are just begging on the streets and going home to their $300k houses.

Not enough - also RFID chip, as well as monthly blood test for addictive substances such as nicotine ..

ID cards will help to eliminate the need for them begging because they will then be able to actually get jobs and progress to gun and home ownership

I imagine the ones who will actively seek an ID card do yes. Heck just voting is impossible for most of these people.

Its not like they will be going under the bridges rousing someone from their sleep and demanding they get an ID card.

I would rather see the efforts go into finding these non-addicted people homes and efforts made to get the others off their addictions.

However, my feelings are that most of these people are there by choice.

this is but a stepping stone to that end.

One of the biggest problems with chronic addiction is the feeling of hopelessness and lack of self worth. Giving them a card to say they ARE somebody and they can slowly start to work and such. You may think something as simple as an ID card cant give that kind of power, but you are thinking from your level in society.

I think the first thing to do is to get them off the street and until such time, treating their addictions is impossible.

Giving them a card is just enabling them to remain living on the street. imo.

Keep in mind a lot of time that booze/drugs are self-medicating other issues such as mental health problems, it's not as simple as addicted or not.

There is no hope for 87% of the street people, and any injection of "more funds" is not an investment that will pay off with making them "white"!
I had to go downtown and every where you look ,every warm spot, has 1 or 2 "beggars".
It is obvious to me that the problem is the system where these deserving human beings are not being treated to be able to enjoy being human beings!
The "caring" system does not provide their basic requirements!
