trust me...that's how it works.
I'm going through the process now.
And part of it is to determine "eligibility"...of which, I have to document each time I've left Canada since the day I arrived, how long I was gone, and when I returned.
Again, it's "legal" time...so a Visitor, Student or Work Visa qualify (a Visitor's Visa is assumed whenever anyone crosses the border for up to 6 weeks, then a formal request must be made)

oh I believe you.
its just that the information on the website is out of whack then and still I stand by my opinion. Citizen... thats who gets the benefits.
but you know what... this little amount of money we are talking about pales in comparison to the benefits we give people who are not citizens anyway.

$700 million a year is a small amount when we have a problem funding CPP and OAS as it is? If we can find that amount for new immigrants, then why not just put that extra money into topping up the CPP and OAS funds to ensure that working Canadians have a chance to collect when their turn arrives?
