I dont understand, they refuse to participate in the exact same already existing programs, whats gonna make them participate in these new programs?

This idea ALMOST seems to have merit until you realize that its just duplication of existing effort. Why not instead partner with the existing ones just to make them 24 hour?

This is just an excuse to put some people in a position whereby they can skim money for themselves.

Anyone against this nonsense will be perceived as being against helping the poor. Nice schtick there Phil!

Don't the police have a drunk tank, that could be renamed? People are put in there , for their safety, until they are sober! It has worked very good for me and my family!

Siloam Mission has plans to expand. I have some confidence in the management of Siloam Mission. I agree with previous comments ... this seems unnecessary. Another case of the First Nations leadership jerking each other off and wasting money instead of doing what is best for their people.

Oh .. except that Siloam is "mainstream" and therefore not suitable for an Indian homeless person, on account of it's lack of a sweat lodge.

What is the perceived need? How many beds are needed? Where is the 3 year study? Is this for the homeless or the drunk or both?

Someone already mentioned about this "providing an alternate proposal for those that do not participate"- That means that what they are going to build won't be used by these people. What is the matter with the whole concept?
Someone must be drunk thinking this one up, or on City council?

When it inevitably goes bankrupt, they should consider turning the CMHR into a shelter. My first choice would be a Canadian Rock & Roll Museum, but it would and could accomodate the needy, IMO.
